I have been trying for a while to find out few things but have not had any reply.  Please help me out if possible!!

1) How to create or down load the "Overseas Network Disk", and the link if possible as non of the searches have given me any result.
2) Most posts state that there's a download link at the bottom for those with "Overseas network Disk".  However, I do not see any link at the bottom (or anywhere on image pages) pertaining to that.
    Could it because I do not have any money  ("magic value") added to the account for such purchases.
